INTERNET AND LOCAL DEMOCRACY (PROFESSOR ANDZHEI ZIBERTOVICH)

In the annonce of the previous issue of the digest, we promised to share the material of Andzhei Zibertovich «Internet and Local Democracy». In the interview to «Rzeczpospolita», Andzhei Zibertowicz, sociologist and counselor of the Polish President, Andzhei Duda, told about modern technologies and threats to democracy. He said that one of the threats to democracy is the inability to distinguish truth from lies through the use of modern technologies. There is also the existence of newly created technologies that allow us to read our emotions and even thoughts. It can provide tools for the development of a new generation of authoritarianism. If totalitarianism of the twentieth century were to use electronic forms of observation, it will known if this regime would fallen. There are already automated tools for studying human emotions according to records in social media. By monitoring Google queries, you can learn about an epidemic of flu more quickly than doctors understand it exsists. It is also worth paying attention to the impact that Facebook has. After all, never in history was observed the case when one company was a mediator of communication, which involves a quarter of humanity.

Andzhei Zibertowicz noted that chaos is growing, it can lead to the destruction of democracy, and not only liberal.
